25 Jun The Asian Alternative
Flynn and Lee’s conceptual model of the Asian Port Doctrine helps explain the successful development of the top ranking container ports in Asia during the past four decades. Their research provides a new model for the role of government as a third approach—in addition to the Anglo-Saxon and Continental (European) ones. Their doctrine describes how Asian governments have developed container hub ports by investing in infrastructure to support export-led growth. They contend that in the majority of Asian ports, the central government is the preeminent catalyst for port development. These governments play multi-dimensional roles in hub port growth namely, port designers, developers, operators, port pricing makers, mediators and investors. Fundamentally, Asian governments view container ports as central components of their development infrastructure.
